Sent 20 FTC, Blockchain Explorer Shows 40 less now than I had before - WTF?

So I sold a guy 20 FTC, transfer 1 to his wallet to make sure it exists. Once that confirmed, I sent the other 19. Now, my wallet balance shows me properly having 20 less FTC than I sent the guy, but the block explorer is saying I have 40 less than when I sent thse…I have no other transactions except for when I pulled the coins into this wallet. I went from having 420 to 380, so I’m not sure what gives here.
Is this a network and confirmation issue, or is the guy I sold to somehow manipulating the transaction?
