You can use Paypal if you can find somebody willing to sell you coins with it, but it’s rare as it’s not worth the risk for the seller. You can buy FTC off ebay with PP but expect to pay a premium.
You can buy FTC from Bittylicious exchange quite easily.

I would use this path:
Go with [url=https://localbitcoins.com]https://localbitcoins.com[/url] and buy Bitcoin in person from a reputable seller.
Then, once you have your Bitcoin, transfer them to a site like [url=http://www.btc-e.com]www.btc-e.com[/url] and convert them into Feathercoins !
Quite easy and no need for endless verifications !
